John Victor Higgins was born on April 24, 1929 in New York City and moved to Neversink, NY with his family at age 7. He was graduated from Liberty High School and attended Brown University in Providence, RI. His graduate study was conducted at SUNY New Paltz, the City University of New York, and SUNY Albany, culminating in a Ph.D. in Economics from the latter. He served as a lieutenant with the NYS Department of Corrections and taught economics as at Marist College and Dutchess County Community College. He served as chairman of the Town of Denning Planning board during the fifty-one years he and his family lived in Sundown.
He is survived by his wife of 65 years, Ann Charity Higgins (maiden name Tilton), his sisters Agnes Manell (and husband Tom), Vera Gordon, Mary Weaver, Patricia Ether (and husband Joe), Frances Higgins, and Grace O'Neill (and husband William), his brother-in-law William Tilton (and wife Thelma), his son John (and companion Rosemary), his son Michael (and wife Susan), his daughter Ann Johnson (and husband John), his son David, daughter-in-law, Mary Jane, nine grandchildren, eleven great-grandchildren, and numerous nieces and nephews. He is predeceased by his parents Victor Higgins and Catherine Barnwell Higgins and his siblings Thomas, Joseph, Catherine Higgins Ackerly, and Richard.

Family will be congregating at the Church of The Immaculate Conception in Woodbourne at 12:30 on Saturday, June 27, a mass of Christian Burial will be celebrated in John's honor at 1 o'clock, Father John Lynch officiating.
